The Development of Accumulation and Acceleration Structures of Deviation as a Condition of Public Safety

Abstract

The article posed the problem of public safety as the stability of social order under the growth of deviation / variation. Referring to the value of deviation for the system of society in the tradition of Emile Durkheim, the author follows him and analyzes the N. Luhmanns theory of evolution, who developed a vision of deviation as the rising tide of varying communications. The basic idea is that with the appearance of semantic variation hypertrophy, the system of society generates a new salvation formula for the social order, which is the development of network communication space. The network has a unique feature - to realize without any limits the need for Non-denied. To the authors opinion, the development of network communications saves the ordering of society by locating anomie in the virtual network space.
