Размер некоммерческого сектора в регионах России: факторы различий
Аннотация
Некоммерческие организации, играющие в современном мире все более значимую роль, становятся объектом множества исследований. Их значительную долю составляют сравнительные работы, посвященные объяснению как национальных, так и региональных различий в размере некоммерческого сектора.
В отношении российского некоммерческого сектора неоднократно указывалось на наличие региональных различий, однако попытки оценить их масштаб и факторы с учетом всего теоретического разнообразия, накопленного в этой сфере, ранее не предпринимались. В рамках статьи на данных Росстата за 2018 г. протестированы четыре наиболее распространенные теории, объясняющие региональные различия в размере некоммерческого сектора по числу организаций, их трудовым и финансовым ресурсам: теория благосостояния, теория провалов государства, теория взаимозависимости и теория социального капитала. Результаты исследования показали, что наибольшее влияние на размер некоммерческого сектора в регионах России оказывает объем государственной поддержки и, в меньшей мере, показатели социального капитала. Такие данные могу говорить о крайне высокой значимости государственного финансирования для размера сектора
НКО в России и регионах и зависимости НКО от бюджетных поступлений.
