Институционализация международных норм в локальностях: различия в применении лесной сертификации в Швеции, Финляндии и на северо-западе Российской Федерации
Аннотация
В статье дан сравнительный анализ применения норм различных схем лесной сертификации в Швеции (FSC, PEFC), Финляндии (PEFC) и России (FSC). Благодаря сертификации во всех трех странах удалось институализировать новые нормы в области экологизации лесопользования и социальных прав. В Финляндии и Швеции нормы в области социальных прав в основном распространялись на права коренных народов, тогда как в России - на местные сообщества. Распространение более «мягкой» сертификационной системы PEFC в Финляндии и отчасти в Швеции объяснялось тем, что задачи малого лесного бизнеса вступали в противоречие с более строгими требованиями сертификация FSC в отношении экологических прав и социальных прав коренных народов. В России сертификация сыграла особенно значительную роль в поддержке правоприменения в тех областях, где существующие законы и нормы не реализовывались.Литература
