Currently, an important condition for overcoming the crisis and ensuring long-term economic development is the use of sources of growth based on the realization of the existing scientific and technological potential and the introduction of innovations, which can only be provided by highly qualified personnel. At the same time, it is important that the functioning of training systems will be effective only if it focuses on staffing the processes of development of territories. Identification of bottlenecks and ways to increase the efficiency of the use of resources and the possibilities of the field of science of innovation becomes a prerequisite for the development of territories in the near and distant future. Training for an innovative economy within the framework of the concept of modern regional development is an important strategic task. The regional labor market, which has developed in recent decades, is not able to satisfy the staffing needs of the scientific and technical sphere, as it is mainly focused on replacing existing jobs in traditional sectors of the economy that do not correspond to the level of technological development of production in economically developed countries. In this regard, the creation of a system that ensures the formation of human resources for the innovative economy of the Russian Federation, as well as taking into account the needs of specific regions, is an urgent problem of strategic importance. The aim of this work is to analyze the personnel potential as a social factor in the development of an innovative economy. The article presents the results of a study of theoretical and methodological foundations and key categories of the process of formation of human resources for an innovative economy; the analysis of the dynamics and development trends of the scientific, technical and innovative sphere of the Russian Federation, the current trends in the reproduction of personnel for the innovative economy are identified; The assessment of the reproduction environment of scientific, technical and engineering personnel of the Vologda Oblast is carried out. The results of the study can be used in the work of federal and regional authorities, serve as an organizational and methodological basis for improving the efficiency of managing the regional economy based on expanded reproduction of personnel.
