Abstract. Currently, an important condition for overcoming the crisis and ensuring long-term economic development is the use of sources of growth based on the realization of the existing scientific and technological potential and the introduction of innovations, which can only be provided by highly qualified personnel. At the same time, it is important that the functioning of training systems will be effective only if it focuses on staffing the processes of development of territories. Identification of bottlenecks and ways to increase the efficiency of the use of resources and the possibilities of the field of science of innovation becomes a prerequisite for the development of territories in the near and distant future. The article presents the results of a study of theoretical and methodological foundations and key categories of the process of formation of human resources for an innovative economy; the analysis of the dynamics and development trends of the scientific, technical and innovative sphere of the Russian Federation, the current trends in the reproduction of personnel for the innovative economy are identified; The assessment of the reproduction environment of scientific, technical and engineering personnel of the Vologda Oblast is carried out.
