Abstract. The article deals with the key concept of the Tatar historical ideology “Turkic civilization” that was derived from the intersection of ideas of pan-Turkizm and civilization theory. Turkic concept was also linked to the important ideas of Tatar nationalism, such as pan-Tatarism, Islamism etc. Elitist interpretations of Turkic civilization history are conveyed into mass consciousness of Tatarstan residents by mass media, popular scientific literature and textbooks. However in spite of all these efforts images of Turkic World are not popular amongst Tatarstan inhabitants. The first reason why history of Turkic civilization is unpopular is irrelevance of remote past images for everyday life. Tatarstan residents are more interested in and emotionally involved with the history of XXth century (for example, the Great Patriotic War 1941–1945) then with the medieval history. At the same time Tatarstan inhabitants are more interested in the history of Tatar states (Volga Bulgaria, the Golden Horde and Kazan Khanate) within the medieval period. The second reason is that while Tatar historical ideology predominates on the regional level it loses out to Moscow historical ideology on the federal level. There is no place for Turkic World in Moscow interpretation of history.

Key words: civilization analysis, civilisational identity, pan-ideology, pan-Turkism, Turkism, Turkic civilization, Turkic world, Tatarstan.
